It's not that prostitution is illegal because it isn't regulated. It's not regulated because it's illegal. If it were made legal, it would then be regulated, just like alcohol, porn, etc.

Oh ok, that makes more sense. Many times in order to get around this, consumers self regulate and the government will adapt those systems. It would probably help if the porn industry ( who are losing money right now ), would step in and implement the same or similar regulations into prostitution, and show that it could work. I wonder what other countries do. I think its legal in Switzerland and parts of Canada.

That is the simple version of it. I'm sure there is a little more to it than that. I watched a movie about the porn industry a few years ago and that is basically what they said. No one is considered a "John" in that situation so it makes it legal. State laws might come into play also.
