This is exactly what kills credibility. Just remember the old saying folks - "It is what it is". There is no need to lie, embellish, or tell fairy tales.
I'm a fan of video because it gives an unbiased (although mostly without audio) side of the story. I'm glad police have in-car video, because more often that not it exhonerates officers that I've dealt with.
For example, there was a recent complaint where a citizen claimed the officer stopped him for NO reason, and kept him for 30 minutes on a traffic stop while the assist officer oogled his girlfriend. The tape showed the traffic stop lasted 6.5 minutes, and the reason for the stop was plainly visible - a bike rack obscured the entire plate.
This guy is a turd for fabricating charges. Let him fry.

What happened outside? Is that where she was waving her hands in his face?
What did the couple hear when she followed him into the store? They sure seemed to be getting the hell out of dodge after reacting to whatever it was she said.
There's more to this story. Not sure if it would help or hurt the cop.
He was certainly a dumbass for putting down that info if it's actually false. It's definitely circumstantial which is not good enough. He neglected to find the couple for their information on the subject.
Why did she follow the deputy into the store and initiate the confrontation?
What was the confrontation about?
What did she say that justified him going "hands-on"? You can clearly see her not cooperate in the video, she pulls away.
Why didn't she comply with verbal commands?
He went into an open hand take down, that's not "beating someone up".
I hate it when they edit video. You don't know how/what they take out, and what is the true chronological order.
I also like how the attorney has obviously coached the woman to say "he (meaning the deputy) says I resisted arrest and failed to ID, none of which happened".. BS, the moment she pulled away she met the penal code definition. Passive resistance is still resistance.
Still, none of this justifies lying in a report, or making false charges.
