I have been there many times, it is a beach with sand so people can lay out and the kids can play in the sand. Such a tragic series of events that led to an unimaginable conclusion. 2-year-old wading just at the edge of the water (not swimming around in the lagoon) just off a beach that's inherently designed for guests to play on, 4-year-old sister 30 feet away in a playpen, mom and dad are who knows how far away. Dad just close enough to try to grab the baby only to lose his grip in the fight with the crocodile, but so many more factors present.
It's just an incomprehensibly sad situation for everyone involved. I don't 100% blame the parents, and I don't 100% blame the hotel. Either way, my thoughts are with the family at this time. Those parents will be beating themselves up forever over this, and as a parent of a toddler, I can't imagine what they're going through right now.

You're right, it's 100% on the parents. I went scuba diving in one of the springs out in florida. I researched the shit out of gator behavior and armed myself with a REALLY sharp knife. I wasn't about to be a scooby snack.
