I'm actually on board with this. Andrew Jackson was the worst of our Presidents to be placed on currency. I'm kinda surprised they will still put him on the back of the $20.
Moving Hamilton off the $10 would have been a horrible mistake from a historical perspective. He absolutely belongs there. He was one of the biggest influencers of our nation to move towards the Constitution. He founded the US Treasury. He did all this despite pretty much being born from poverty.
Jackson had one good accomplishment IMO. He was the Hero of New Orleans in the War of 1812. However even that is a bit tarnished by his actions within the city during his time there. But putting that aside, he was pretty much a dick.
Pretty much any way you look at it, Harriet Tubman was a hero and is pretty damn deserving of her place in history.

One other thing, this isn't set in stone. The Treasury Secretary gets to make these decisions but a new President could very well end up scrapping the whole thing.
