Because dope heads don't want felonies. THC/marijuana oils are in the penalty group 2 range of illegal drugs. Couple of oz of weed keeps you atleast at a class B if you do get caught.

The volcano, arizer products etc.. The other storz and Bickel products are mainly for dry herb as well but I think they also come with some "concentrate pads"..
