I believe the law is that you have to vacate the lane or slow down to 20 mph under the posted speed limit. I have yet to see anyone quantify their speed in the video.
In any event, none of that justifies spraying pepper spray into oncoming traffic. If the cop felt his life was in danger then why would he have got out of the car in the first place?
On top of all of that, couldn't the pepper spray have hit a guy in the middle lane? Are we going to make up another science fiction scenario or half assed argument as to why that guy wouldn't have a legitimate complaint?

Also, the guys doing wheelie's or whatever would have been past him by the time he sprayed, so he was spraying 'innocents'.. Oh, and if it was because he was in danger, why would he think spraying guys on moving motorcycles would make him more safe.. Isn't that just inviting them to lose control and smash into him?
Simple fact is he was irritated by them, like many of us are, and decided to spray them to 'get back at them'. Pure emotional response with no way to rationalize it logically, though they are trying really hard to.
