They have done that several times in the past. They will fly anyways if the timing of the launch is critical. At this point they are just doing test landings. The full price of the flights are being paid for by SpaceX customers so there isn't to much of a financial ramification if they loose a rocket during a landing attempt at this point.

... and they didn't expect it to happen on this one. Because of the nature of the mission this landing had to scrub twice as much speed as the last one.

Makes one wonder how many REAL times humans tried and failed at flight, then at landing.
