Undercoating, rubber paint that protects under side from rust. they use to even drill holes in fender liners and spray back side of fenders.
Very common up north.

I will buy from friends of mine who are dealers... I have bought new car trade-ins. But once something ends up in the hands of a used car dealer? It's typically ruined in my eyes.
