It looked like a bomb and 'ticked' like a bomb, but it wasn't a bomb. I file it under hoax, and while I think ultimately they overreacted, the kid and his family aren't innocent.

Which of course, he did not do, and let an English teacher see it. The English teacher is the one that notified school administration, who called the cops.
