FYI: Military or former military snipers are regularly employed against U.S. citizens on U.S. soil. Here is a link to one very famous example.
It would be safe to say that half or more of ever sniper employed at every PD in the country received their training from the military.

200k was a rounding error in the budget for the types of homes he built. Carpenters Unions are more about training, health care, and retirement then propping up inflated wages.
