So you spend a couple weeks dragging the asphalt chewing machine up and down a few miles of interstate.

Once you're done with that, you let it sit for months, leaving this grooved and potholed mess for people to drive on.

At some point, months later, you come back and resurface it.

      Why the wait?
Kickback from Goodyear and the likes. For every % pt increase in sales over last year, they get $$$

It's all really a cluster fuck of BS. Construction has a ton of red tape. When you get into projects with the government as the client, it'll quadruple at best. I bid accordingly, depending on the level of bureaucracy I anticipate. Believe it or not, my Federal jobs have been the easiest. It's the crap at the municipal level that'll kill you.
On point. Sometimes its the contractor won't spend the money till txdot say fix it and then they can charge txdot for more work on work that has been paid or in thr process of being paid. Its a job that was done once and paid to do it once.

I can't explain why, but I somehow feel better that there's likely no good reason for it. At least I'm justified in my anger.

Dealing with any municipality is horseshit. I have to deal with them all over the country on a lot of different projects. Every one of them does things just a little bit different.

sure thang buddy. You get paid for the work you did and not get paid for any extra work. Until the owner of the job says to do redo the job cause he will pay again.

Surprisingly, that does help a little. But it doesn't do much to speak to the larger problem. As you can imagine, as user of the road, I give very few fucks about the small hangups.

The road doesn't get a fresh surface right away because whoever is responsible for paying for it isn't writing checks. Got it.

That means the next big question is: Why even start with the demo if it's not going to be followed up with a subsequent resurfacing right away? Why not just wait until all of that money is there to finish the job?
