I think you should say something. You can ask them nicely to please take it outside and if they get all defensive about it. And they probably will give the the ol chestnut of its just vapor dude relax or some shit but it is disrespectful to those who don't smoke and those who do. If they get all butt hurt about it take it to HR. Theirs no reason for you to have to be uncomfortable at work.

There was an old man that worked with me a few years ago that did that, I guess there are different types or my sniffer isn't that good, but I could never smell it. I would just randomly see huge clouds of smoke that would dissipate really fast occasionally.
