Waco is apprarently a franchise store, and Corporate has said they'll pull the licensing if they did in fact refuse to work with police.

Police asked them to turn them away, and refuse them service. From what I gather, they were in communication with LE, and there were multiple LEO's in and around the place. LEO's knew that his was going to happen, but are blaming Twin Peaks for it going down? They were in a No-Win either way.
