At a minimum I would be very obvious about taking pictures of him and his vehicle anytime I saw him. And probably would be recording him anytime I interacted with him. Maybe that will be enough to get him to piss off.

He isn't a PI that I'm aware of . Both my parents are straight as an arrow and have never been in trouble. He seems to follow my mom more than anything to and from work and around town. I'm more concerned that he is stalking her . I was wondering if it could possibly be someone who saw her at work at the hospital and is obsessed .. Either way no one would give me the license plate number until I talked to the neighbor myself and got the information .. My mom wanted me to let the cops handle it but I'm not sure I want to wait until something happens for them to get involved.. Id rather find out who he is and where he lives and follow him for a bit to see what he's doing

Every time he's out front they should call the cops and tell them they are worried about their safety. That should at least get someone dispatched to confront the guy without risking your parents.

I would take an aggressive approach in letting said "stalker" know that he is being watched. First things first, 911 every time this guy is spotted and seek a restraining order, as already mentioned, immediately. Photo and video any chance you get even if it's just the vehicle. Imagine a mother fucker waiting in your parents home when your mother walks in the door from work.
