Michael Vick's Key to The City 'Not Sanctioned' by Dallas Mayor Tom Leppert

DALLAS - The mayor of Dallas is distancing himself from an honor given to Michael Vick over the weekend.
Mayor Tom Leppert said in a statement today that when Mayor Pro Tem Dwaine Caraway gave Philadelphia Eagles quarterback Michael Vick a key to the city, the action was "done without [Leppert's] knowledge or approval."
The ceremonial honor was performed at a Super Bowl event in Dallas on Saturday. An angry dog owner, who says he adopted one of Vick's abused dogs, videotaped the event and posted it on YouTube along with a confrontation with Vick. (SEE VIDEO BELOW)
The backlash against Caraway's gesture raised questions, and City Hall responded.
This was the statement released by Mayor Leppert's office Monday:
"The action taken was not sanctioned by my office and was not an official ceremonial honor on behalf of the City of Dallas. Official Keys to the City are presented by the Mayor, or an elected official designated by the Mayor, and reserved, on a limited basis, for an elected official of international status. Clearly, this was not the case in this situation and done without my knowledge or approval.
Given these circumstances I have requested the City Manager propose guidelines to prevent this situation in the future."
Caraway, in his own statement, described himself as an animal lover and honored Vick for his efforts to encourage children to stay in school and away from drugs and harmful influences.
