I've seen people use outdoor house paint, it will eventually peel and chip away. It will not adhere to the original substrate. Like I mentioned, a little scuffing and single stage pre-mix will give you long lasting results. Powder coat looks great when it gets applied, but it doesn't get scratched - it cracks and flakes off.
IMO, the right way to do this project is just scuff the existing finish and use single stage automotive paint over it. That tool box factory finish is baked on, tough, and a nice clean surface to start with, so use all that to your advantage. Auto paint is cheap, durable, and simple to touch up when needed.When the government pays, the government controls.

Scuff it with red scotch like mentioned. I'd use a adhesion promoter, I wouldn't prime as it already has a paint surface. It'll take a couple of coats going over black, depending on how what you buy a pint should work.
I know a guy who painted his to match and started bare aluminum, scuffed, self etching primer, paint. It has been holding up for over 5 years now.

Ok so as good as behr paint is its not made for that. It's a house paint. The way it's made it won't adhere to that tool box. It's made to be laid over primer, wood, old paint you get the idea. Some of the resins in it is pretty tuff but it's flexible and won't dry hard enuff either.
The closest we have would be our one part epoxy Finnish. It's damn tuff and can be tinted. Use for your garage floor and porches concrete walkways. A metal toolbox isn't the ideal surface. Sand blast it first but that's driving your cost up again.
Then there's deckover, that shits like rhino liner for your patio be it wood, concrete whatever.
I've been playing with it and have coated some that gets exposed to some pretty corrosive shit and it's held up way better than anything we've tried so far.
