bad readings on a torque wrench?

You would have to severely overtorque the bolt to mess the pulley up. I'm talking probably snap the bolt off over torqued. If you install the pulley and torque it down and it spins freely the. you should be good. If it doesn't not soon freely then you have a clearance issue most likely sir.
