The bill was authored by a democrat that's ran uncontested since 2002. He doesn't have a whole lot of clout in the current house. Still though it's been an idea both sides have talked about for a while.

It hurts Tesla and hybrid drivers more than people with SUVs so the general public won't care once they do the math. That 1 cent per mile can turn into 1.5 or 2 pretty quick though when they need more money. Now if they wipe out all state fuel taxes and use this instead I wouldn't have a problem with it but we all know that's not how governments work.

The VMT tax will be calculated by charging 1 cent per mile driven during the inspection period minus the estimated fuel taxes paid by the vehicle’s owner.
So people who use the road more and have high MPG cars will pay more. I don't see a problem in practice but perhaps it should be this or a gas tax. (Not both..)

Or maybe another solution, either way the taxes for roads are going to have to go up. With cars getting better and better MPG the gas tax alone is not cutting it anymore.

Yup. The income tax started as 1% if earnings....

So what are they going to do about the Mexican trucks that we don't inspect and run on subsidized Mexican diesel? The state doesn't get a cent from those unless they are carrying tobacco or alcohol but they do plenty of damage.

Why do people believe the lie that our roads are falling apart? Any problem with funding of road maintenance stems from the fact that government wastes money.

Bingo. Nobody should be ok with this.

True but when if ever will see more done with less? Not how it works here unfortunately. At this point I'd rather see the road tax go up over every road in town turning into a toll road run by a foreign company.
