Next door neighbor continuously blocks mailbox..what can I do?

Here it is illegal for a car to sit unmoved on the street for 48hrs. It is only enforced if someone calls it in but that's what I would do in this situation. Local PD are being lazy

I've never once had a tow truck verify ownership of a car I've had towed.

Or have some fun with it.. Buy another box and mount some suction cups to it and stick that bitch on their car.

For about 2 years our next door neighbor (military) has been deployed and has been allowing family/friends to watch his house. There are routinely loud parties which they drag into the back yard during week nights...loud talking/yelling till 2-3am. There are usually multiple cars parked in the street blocking our mailbox. The postman will not deliver our mail when they block our box. The post office has sent them notices, we have asked numerous times in person...but yet they still have the same goddamn car parked in front of our mailbox yet again...now for 4 days. Local police say they can't do anything. Postal police will not do anything. Mail is not being delivered. This is illegal but the law will not help us (not so far). I need to know what to do. It almost seems like its being done intentionally given that its usually the same damn car almost everytime.....and we have asked them NUMEROUS times to not block our mailbox. I'm losing my patience with these fucking assholes.
