                No. Not even close. That's all RFID now, and even before that were still manually read with the naked eye.

                It's either skip tracers for collections or they are collecting plate numbers for ad campaigns like was said already.

                  It's most likely a plate locator car used to find cars marked for repos. There are quite a few running around dfw.
