Anyone know what's up with the Prius with the camera mounted on the hood?

I have seen it twice. Both times cruising slowly through parking lots. I should have gotten a pic for reference. I don't know if it is looking for someone or something or if it is for google earth.

Google Earth cars have a little more than just a camera on the hood.

My buddy that does repo use'd those camara's work great, He gets tons of bmw's even a alpina. Mercedes, audi's 90% have tons of issues and under 100k miles I picked up x5 and drove it back motor was hurts brakes were screw. Most people let them go back due to the cost of fixing them. The Alpina was stickered at 129k when we got the key and started it the dash lit up like a Christmas key.
