I assure you these get used. People walk in, buy a cash card, use it, and throw it away. They buy them $20, $40, etc. at a time and it gets used completely and immediately.
A number of people refill them. I buy them at their limit, so I get to use them a few times and I toss them. They charge .25 per card, but they typically don't charge me because I buy the max value every time.
The incentive is there's zero processing fees... no credit card machine, no use fees, no batch fees, and zero fraudulent "dat wuddn't me" disputed credit card charges. Just lots and lots of folding green money. (and it does get people to come inside, but I'd say 75% of people who go in ONLY go in to buy cards)

back in the mid 90's there was a gas station up in plano called FISCA. They ONLY took cash... I don't even think they had a "store". They MIGHT have had a cooler with canned soda in it.
I can remember buying 93 octane for .97/gal when most everywhere you went it was 1.35 or so
