No, they should move in as officers, not as the military. Leave the APC's at home, or better yet, at the Army depot. Move in to quell, not to enrage. Don't hide your face behind masks, if you're an officer, you are paid by the people you're shooting.

Yes. Body armor is one thing, rolling in armor and firing gas cannisters at everyone is another. Wearing masks to hide who you are and hitting people with acoustic devices to disperse them is wrong as well though the acoustic device could be argued. Setting up sniper perches on APC's? Wrong
