            Raising and lowering speed limits has no effect on the average speed, but you will always have the subset of people that go the speed limit no matter what, so raising the speed limit to a more reasonable number will reduce the speed differential.



            Edit: not raise the speed limit to a reasonable number, but the one that more closely matches the average speed limit.
