As soon as the lead officer flat-out said, "I'd rather shoot it, I don't like dogs" he should have been relieved of that situation. You have someone who has already decided that using a firearm is the best option for a relatively benign situation.

Replace "dogs" with "black people", shoot a black woman 8 times and see how that plays out in the media/court/internal investigation.
