FWIW, I moonlighted at a city service center several years ago on a contract basis, and they maintained all the city's vehicles, trailers, equipment, etc. I make no attempt to understand city budgets, but it would make sense that the PD would budget their part of the repairs, as would the FD, PW, etc.
