First time home buyer - any incentive programs?

Lyn's niece is looking to buy her first home and was asking if we could help her find out if there are any incentive programs for first time home buyers. Anyone on here know of any I can point her too?

The only ones I know are city specific (ie work in Frisco, buying in Frisco and even then you have to be a teacher, LEO, fireman, etc.).
