It's all of it Matt. When officers on the street screw up, get put on paid administrative leave while IA is look into it, and then they get a MRAP, like the city of Gainesville just got, thats the issues. Police departments need to take into consideration that they are there to serve the citizens of the city, county, state that they work in. When they or the organization as a whole fucks up they need to be held responsible. That goes for all agency out there. From the highest courts to the lowest rookie in the police academy to the DA sitting at his desk. No one is being held responsible actions. If a lowly civilian went out and tore the fuck out of someones house like that PD just did they would be sitting in jail. Just because they went and did it under the color of law does not make it right or justified.
Thats the biggest reason I left law enforcement, I had a chief that ran around north texas thinking he was above everyone. Here go serve these warrants but don't tell them they still have to appear in court. Write me $125,000 in citations this quarter and I'll buy you a M-4 to keep as yours. Fuck that, I didn't sign up to be a cop to be a ATM for the city.
Be accountable in your actions and be accountable to the citizens you represent.
Ok. Flame suit on.

There is a lack of accountability at all levels by those in 'authority'. THAT is the problem.I wear a Fez. Fez-es are cool
