The pay part is on who you are paying. Because on a base MPs do it for free. If a FD258 filled out by the MPs are accepted for NACI I can't see why the State wouldn't recognize them. Hell even NACI accepted me as the 'authority' when doing FD258s for our own employees when I was doing Industrial Security for KBR.
