Best offer 1st shot , or do you leave a few bucks on the table ?

Always leave a few bucks on the table, IMO.

If offers and takes the highest amount. You won't want to give him a raise later. You will think he is at the max already

Pay them what you think they're worth. It'll cost you more in the long run to hire a replacement.

I think a 5%-10% margin for negotiation is ideal.
"Laws that forbid the carrying of arms...disarm only those who are neither inclined nor determined to commit crimes...Such laws make things worse for the assaulted and better for the assailants; they serve rather to encourage than to prevent homicides, for an unarmed man may be attacked with greater confidence than an armed man." - Thomas Jefferson, 1776

Leave wiggle room. If the guy takes it right off the bat and turns out to be worth it give him an early raise and that will increase morale, production, loyalty, you look like the best boss ever, etc....

              How competitive is the field?

IMO if the market is tight you'd better come in closer to the top or above if you want want the person.

I just tell people what the position pays and let them take it or leave it. Most are VERY happy to take it.
