I wouldn't call that profiling. I don't know the race, age, etc.. But find it suspicious that someone would spend so much time sitting in his car on the street where there have been burglaries recently. That's a legit complaint IMO.
His girlfriend lives in the neighborhood, so he has reason to be in the area. She's a crackhead, so he has a reason to not spend so much time in her house. And he lives in his car, so he has even more reason to spend a lot of time in it.
