Mid-tier fast food joints can be a good spot. Quiznos or Schlotzkies are usually good. Slighty higher standards on food seems to generally translate to slightly higher standards in bathrooms.

That happened last week. Some dude came in and chose to use the stall right next to me, out of about 5. I finished up right as he started unloading what sounded like 4-5 burritos worth. I was so annoyed that I just flicked the lights off when I left.
