Follow the money. I am not sure how or where, but either there is money to be made, saved, or lost to prompt a lot of these closings. Personally I thought the insurance companies had some influence on it somehow due to all the damaged vehicles and such. I know that would just be a small part of it, but it makes me wonder. STILL, when it is not even freezing, I don't understand that.

our planet is heated from the inside... our local climate is warm...
when a cold weather formation moves in, the ground is warmer than the air.
If frozen precipitation falls, it will melt... ESPECIALLY when it falls on very dense ground like concrete or asphalt.
cliff's notes: it wasn't even freezing when I was driving home, but IF it had been, the precipitation wouldn't have frozen on the ground anyhow.

In 08-09 I worked in Austin for Cap. Metro on the light rail startup team and we had to work during the 1 ice event they had during the winter of 08 (public transit...they dont shut down for weather). On the way in to work driving a 2008 Ford E350 van I was laughing my ass off the entire way in at how Austinites handle icy roads. I saw numerous crashes on the way in and even watched an Austin PD squad car wipe out going over a bridge. They didn't do SQUAT to prepare even though they DO have some equipment for it and they had several days notice it was coming.
