            Distracted by the gleam off of all the rhinestones in Branson?
            Thick fog of Aqua Net covering both airports?

              If that were the case they'd be flying in IMC and they damn sure would have been on with Approach. I suppose it could be that the 2 airports had the same runways, with identical ILS frequencies, however if the pilot had listened to the identifier on the ILS then he would have known. Plus, he would have been vectored by approach control for the approach on ILS.

              Pilot made a big ass mistake, no if and or buts about it.

                Apparently, my jokes were IFR.

                Yes, he definitely screwed up. There's only so much that you can blame on tower/weather/equipment.
