        If it's a subsidized phone, you might not be able to activate it with a balance still attached to it. I know T-Mobile does this. That might explain the reluctance to meet at the store. You buy a phone, go to activate it and get told you're SOL.

                Recent personal experience:

                I sold my T-Mobile Galaxy S3 to (Aaron) William Wallace. He fixed the screen and found a buyer. Guy took it to T-Mobile to activate it. They wouldn't because I still owed a few dollars. He called me, I called T-Mobile and paid it. Problem solved.

                To be honest, it immediately changed my thinking on buying used phones outside of a store environment.

                  If he won't meet at the AT&T store tell him to get bent. The new thing that crooks are doing is reporting it stolen after you purchase it.

                    Got me thinking about that now to. Might give AT&T a call tomorrow and check with them. Plus the whole thing about not wanting to meet at AT&T has me suspicious.

                        Have him meet you at the store. Have them check to see if the IMEI is blocked. If it's been reported lost or stolen the IMEI is blocked. And like diablo rojo said, if there was an issue with the phone not being paid or bill then it could be blocked as well.

                          Why would the crooks report it stolen? Wouldn't the owners that the crooks stole it from have done that already?

                            I'm phone handicapped and barely get around my iphone 4s, so bear with me. I can't understand how a craigslist or whatever phone deal can be so worth the aforementioned bullshit and hassle.

                              Found a website that you can check IMEI's against. An article I found on CNET about buying and selling cell phones suggested it. Wonder how accurate it is though.

                              I've compared a few different sites with the ones in the t-mobile systems and they all give different results, I would definitely call or go to an ATT store to be sure. I've seen so many people come in asking why their phones they just bought aren't working.

                                My phone is jacked up and I can't wait another 4 months for my contract to be up so I can get a new one. And by buying used on Craiglist or eBay I'll save myself a couple of hundred dollars over a new one.
