Again, I'm not trying to defend the LEO's. If there was a cone on the street in front of my house, I would expect the LEO to ask about it too. If it were mine and I said so, then that would be the end of it. I wouldn't run away just because he asked for ID. What we don't know is how the guy came to be in front by the cone. I have no problem with them asking about it and possibly even asking for ID depending on behavior and circumstances. If the guy doesn't comply and walks back inside, that's the end of it.
Again, I in no way think their behavior was justifiable (if it was as is reported) and they should by all means be held accountable.
Edit: The LEO, as always, could have assisted things by telling the man why he was asking and proceeded in a professional manner instead of demanding ID. That probably would have saved a lot of trouble.

There's three sides to every story, and this one sounds absurd to say the least. I'm gunna go out on a limb here and say that there's probably a good bit of info missing here... Along with the fact that I'm sure your police abuse radar would have gone off long ago if events truly transpired as these poor victims have stated as this did take place over a year ago and we're just now hearing about it...

I'm not agreeing with pepper spray, batons and bird-stomping; Don't know what the officers encountered when they went into the apartment, but I can't think of anything that would justify killing the bird (besides just being a dick).
