I am the same way when it comes to the hard copy, I like having something tangible that I can access even when the internet is down.
It's new cars right now, but the press release from the DMV is implying that everything will switch before long.
New cars dont have title yet, they have to be sold and then titled. So the dealer has to to a stack of paperwork on that, then walk it into the DMV, and the DMV has to do a bunch more paperwork to then print the title issuance.

Currently, there are more than 25 million titles in the state’s motor vehicle database. These represent existing paper titles.
“Not everyone in Texas is going to receive an eTitle overnight,” Brewster said. Texans with existing titles keep their paper ones.
“We are just starting to roll out webDEALER for customers buying new vehicles from franchised dealers,” Brewster said. “From there, we will move on to used vehicle dealers, salvage dealers and private sales.”
