Where would I start? If its any help, I have the vin for said vehicle.

Depends on if it has been registered in the past 7 years or so. Probably a title company could locate the last registered owner. After that you are on your own as to whether their contact info is accurate or if they even still have it.

Hmm, doesn't seem like anything on pg. 2 applies to me. All I'm trying to do is locate the current owner, if any, for a possible purchase of the vehicle.
