It's just a slang description of a "trashy place", often used by Yankees....especially the garbage that resides in the NY/NJ geography.

Withholding judgement until I find out the true nature of his injuries from combat. If his dog is his thunder buddy teddy bear to deal with PTSD/TBI issues, he could have left it at home when he ventured to a crowded boardwalk or better yet just not have gone.

VA called his dog a necessity, it's a necessity. A cop doesn't get to second guess the Americans With Disabilities Act.
