        No, you sue them individually, both the person responsible AND the agency responsible. How is this difficult. Same as if a cop pistol whips someone, they should be sued individually and the agency should be sued as well.

            Exactly what kind of training is required to not forget about someone you have locked up?

                          I heard he drank his own urine and has kidney damage. Don't most of the holding cells have a sink and toilet. I guess x is a hell of a drug

                            I posted this last week in the stripper thread. 90% of cash in circulation has cocaine residue on it. That is everyday people money.

                            They keep it for trial evidence, once trial is over, I think they have to keep it a certain amount of time for appeals. Then I assume it gets applied to their general fund and budgeted for use the next year. Of course, I'm sure there is some variation depending on the agency involved.

                              Ok, say Jailer A puts someone in a cell/pen/tank the hour before he gets off. He makes a mark/notation/whatever that someone is in cell/pen/tank X. He gets off and goes on vacation.

                              Do you really think he's worried about scumbag Y?

                              It's the responsibility of the oncoming shift to check every cell/pen/tank instead of assuming that everyone is in cell/pen/tank W. The guy in cell/pen/tank X might have needed to be segregated.

                              So it's not the responsibility of the individual, but the responsibility of the shift/team and that of the supervisor to ensure that the job/mission is carried out.
