      It's called "production" and "being productive." If you aren't writing tickets, then you are sitting on your ass eating donuts, and no one wants to pay them to do that.

      And more importantly, it's about revenue. Since every major municipality is in debt up to it's eyeballs with tons of pensions to pay out, it needs even more officers writing more tickets. It's a viscous cycle that can only end in economic agony. See Detroit....

        This is the kicker to me.. All agencies constantly repeat "we don't have quotas" but IMHO, I am confident that many do. They just carefully choose their vernacular to avoid the terms that would make their unspoken quotas into directives. I'm not saying all do, by any means.. That is just my opinion.

          I have a friend that is an officer, and was actually recently written up because she didn't have enough tickets and contacts.

          So yes, they definitely exist.

            So you think that it's the pensions that drains the coffers? How about poor business decisions (that just happen to benefit the Mayor, City Manager, and City Council's friends/family/business partners)?

            There are other expenses that drain the budget, and pensions managed correctly are not the main cause.

                Ha! Actually, she's still there, on a "six month plan" in which she has to enforce her quotas. Sad, she's actually a damned good person, and one that I think we need more of behind the badge...
