US requesting Russian troops?

As I rarely venture out of the Armory, if this is a repost I apologize. Does anyone know anything about this or is it just conspiracy theory fodder? I've seen some articles saying it's nonsense and others saying it's true.

FEMA, DoD: Russian troops on American soil rumor is false

....the agreement between FEMA and its Russian counterpart, signed in June, allows only for the countries to exchange expert first responders and not troops.
