    FEDERAL WAY, Wash. — Federal Way Police are reviewing their use of force during a recent arrest in which a woman diagnosed with cognitive and hearing disabilities was punched several times , while being restrained. Police, in turn, are recommending the woman be charged with felony assault to an officer.

    Megan Graham told her story to KIRO 7, her face still black and blue and swollen from the beating.

    "I had a concussion. I still have a hard time understanding how things got so out of control, so fast," Graham said. "It was a total lack of communication."

    Last Monday, Megan Graham parked her car at a Federal Way apartment complex, where she was planning to visit a friend. She said as she was getting out of her car, she noticed a Federal Way Police car behind her.

    "I understood that he saw me using a cell phone," said Graham. "I told the officer I was going to carry my dog thirty feet to a friend's apartment. I told him, hey, you can walk with me," she said.

    Graham says because the officer was speaking to her from his running car, she never heard his order to get back into her car. When the officer lunged and grabbed her wrist, she felt she was being attacked.

    "I pulled my arm back, grabbed my phone and called 911 to call for help," she said. I told the officer I had mental and hearing disabilities, and didn't understand why he was trying to hurt me."

    In 911 recordings obtained by KIRO 7, Graham is heard pleading the dispatcher for help.

    "I was hoping other officers would show up to listen and deescalate the situation," Graham said.

    In the 911 recording, Graham shouts at the officer: "You attacked me before you said anything! There is no point whatsoever for you to touch me like that, especially with my condition, so how dare you even touch me?"

    The officer is clearly heard repeating "You are under arrest."

    During the 911 call, another responding officer punched Graham several times in the face, and is heard loudly ordering her repeatedly to stop resisting.

    "I am not resisting," replied Graham. Graham says when an officer put his weight on her hip, which she says was previously injured, she reacted by trying to flip over. Federal Way police said she assaulted an officer during that struggle.

    "That woman was not resisting, I saw it," said Graham's friend Deborah Fenwick, who saw the takedown. "That woman doesn't have a violent bone in her body. She's got a heart of gold. If she would have understood the officer's commands in the first place, she would have absolutely complied with him," Fenwick said.

    In an email to KIRO 7, a Federal Way Police spokesperson provided the officer's narrative of the struggle.

    "As the officer approached, Graham squared off against him in a fighter's stance and attempted to strike him with closed fists. (The officer) responded with closed fist strikes to Graham's face which brought her to the ground where she was handcuffed," the officer wrote.

    "It was horrible. I just didn't understand any of it, "said Graham, who denies trying to hit the officer. "I told him about my condition. Punching me over and over in the eye is obviously excessive force. He could have handled it a lot differently," Graham said.

      Hard to say whether she really didn't hear him or if she just ignored him; I wouldn't put that past her at all. However, what happened to mace or tazer to bring down someone? Or hell, even an armbar? I didn't know it was standard proceedure to punch suspects repeatedly in the face.

            I'm kind of on the fence on this one. If she did square off and throw a punch, she deserves to go to jail. I know if a woman calls 911 and they show up and she looks like this, I go to jail. Do not pass go. Cops should NEVER use closed hand punches on anyone, much less a woman.

              Please explain why an officer should NEVER use a closed hand punch on anyone? I'm interested in how you would handle an arrestee that is actively fighting you with his closed fist punches. As you've stated before the uniform does not make you invincible and a lot of criminals do not want to go to jail. I will go ahead and add in the fact that you deployed your taser and fired it but one of the prongs does not make contact, making it ineffective. Then arrestee is on you so fast you don't have the ability to get to your OC spray. (Not the OC spray is all that effective anyway.) Please tell me how you are going to defend yourself without striking back???

                Do officers not take classes on grappling? Do they not have a radio, pepper spray, taser and so forth? If a cop grabs me or squares off with me and I punch him in the face, what happens to me? I know what happens to soldiers when we have to do a take down and our detainee looks like that. I didn't say not striking back, you don't CLOSED HAND PUNCH someone in the face. A hand clap to the ears, light jab to the throat, a strike to the solar plexus will be more effective with less actual damage. Unless she was armed, you don't do that. Period

                Edit: You're adding a ton of additional "everything failed" into it. Show me where all those measures were used on this case

                  I'm not speaking of this case. I'm speaking about your "NEVER" use a close fist punch. I was curious in how you would handle a situation. By saying NEVER you fail to understand how dynamic this world is. You speak as if there is an exact equation for every situation in this world and you have the book. If this happens then do this. It doesn't work like that when shit goes down, so how about you quit being so critical of everyone until you have been in every situation this world has to offer.

                    Dude, sometimes cops have to fight. That includes all manners of keeping yourself alive. Closed fisted punches and all... I know it's pointless to try and explain anything that you disagree with because you're a military ninja turtle.

                            I would gather by that statement that before your military service you were never in a fist/street fight, because that is just 7 kind-of wrong.

                            Having said that, it might appear that the officers might have used excessive force. At this point it is too early to draw any type of conclusion as to the exact who did what to whom.

                              I am with frost on this one. The police have a whole different set of rules compared to anyone else in the world. So while deployed, if I have a detainee, I am 100% responsible as soon as the approach is made. If ANYTHING happens to the detainee, whether my fault or not, I am the one going down for it. Not so much for officers. Especially after the last 10 or so years of war, the military is strictly finessing the way we handle "suspects" or detainees. Police on the streets have effectively no checks and balances. Suspects word versus officers word, officer will always win unless there are 10 witnesses and 3 different camera angles. Overseas, everything is strictly investigated, and anything we do that resembles wrong doing is put against us. I'd be in Fort Leavenworth if I did that to any person, let alone a disabled fat body who us easy to take down, and that I could chase for days. No, let's just be lazy and beat the shit out of people, drop them off in a concrete box and go on to the next case of eminent danger.
