This looks like pretty poor science. The fact that the inventors won't show people how their device works, and the article wants you to infer that the, "experiment," is following the same lines as previous unrelated research, rather than present evidence for its validity, is sketchy. Also, "...the best fuel available to mankind," is pretty subjective. It may be the most readily available fuel for cars, but it's hardly the most energy dense.
And then, there's this:
