Could have been alot worse though......my buddy apparently decided that at 4am he would take his toy up and over the tallest sand dune. The cop politely informed him that it was a felony and he could confiscate his shit and he would have a $5000 fine. He got lucky and ended up with a $650 fine.

ruining your day is one thing......ruining your life is different. Example: a man and woman are arguing at their home and she halls off and knocks the shit out of the man....he restrains her long enough to get the fuck out of the house. she calls the cops.....he goes to jail and spends a shitload of money trying to prove his innocence. Like Dee said, the "too fast for conditions" is extremely subjective. You could be going 5 miles an hour in a 30 mph zone, but if the cop thinks you are driving at an unsafe speed then they are going to pop you. Same thing for people driving 10mph under the limit. A Speed Limit is just a place for them to start the observation process, not a legal protection.
Some lawyers use that to get their clients out of speeding on public roads by saying that 15 over on a bright sunny low traffic day is not an unsafe/unreasonable speed - and some are successful with it.
