Oh no. He shouldn't have been driving. The news needs to chill the fuck out, what is important here is that they should be in our prayers - loosing a bus could destroy their business. The news doesn't seem concerned at ALL with the bus, I haven't seen a single report where they have given any concern to the extent of damages to the bus.
