generally it is the purchase price of the car + tax (6.25%?) plus title/reg (~$125)
If you buy from an individual, the state will tax you based on the presumed value, but from a dealer you pay tax on the sale price, reguardless of the presumed value.
Anything else is just added on by the dealer.

You pay taxes to the state you register with. I bought my jeep in Alabama but since I was moving they let me wait to pay in Texas

We just hand you the title and report that it's going out of state. You pay tax on it when it's registered in your state.
You'll get the license, registration tax's, and the dealer will add a $50 doc fee. Bitch about it and have them remove it. Just an arbitrary fee they charge for doing paperwork.

Does having a autocheck/carfax report showing it was previously in an accident (the one I am looking to buy shows it was rear ended) help negotiation?

I only charge TT&L, but some used dealers charge other fees. The state allows us to charge a $50 documentary fee, but I don't.
I add a 199 administration fee to every sale we do. It's non negotiable. If a customer walks on a sale over 200,then that same customer is going to be a pain in the ass later anyways. We would move 30-40 vehicles a month in 2012. That extra 200 pays a lot of bills.
