The worst way to deal with passive agressive behavior is retaliating with passive-agressive behavior. Something that could have been be resolved with a quick cordial conversationt will only fester, as both only get angrier and angrier, thinking the worst of what's on the other persons mind.
The simple fact is that your dog, though "well behaved" in your eyes, is apparently doing more than just a little barking, and you need to take responsibility for that. Be the bigger person and go talk to her in a calm manner. She may very well realize how much what she did bothers you and apologize, and in seeing that you are aware of the problem and trying to correct it, may be more tolerant to the barking while you take corrective action.
Worst-case is she stays pissed, you get more pissed, and the dueling banjos start playing. Load up a water gun with diesel fuel, write "fuck you" in her lawn with it, and watch it wilt in. Then have fun dealing living right next door to someone that will likely start calling the cops for every little thing, and snarl at her every time you go get the mail.

OP... just go find out what the problem was and fix it. I'm sure you don't have cujo in your yard waiting to kill everyone but you do have a responsibility that is your dog. Part of that is making sure it's not a nuisance to your neighbor in your yard or not. His behavior may not bug you but may someone else. Was the person wrong for spraying your mutt? Yes. Very immature thing to do. Just keep your anger under wraps when confronting them. That can cause a easily fixed situation to blow out of control. Our neighbors on both sides have dogs that bark constantly. I've come real close to going over there, but I'm pretty non-confrontational by nature. Its not about being scared to get beat up, but more about Not wanting to have to beat someone up, end up in jail, etc. I've found that you can't always count on others to take it the right way, no matter how polite you try to be. I have a feeling that if I go over there and say anything at all, the neighbors are going to be defensive and it would just create ongoing drama. That said, I would definitely go over there before I would ever call the cops or spray the dogs with a hose. On the other hand, I wouldn't blame old people or women for just calling the cops right off. It could potentially get ugly, and with the cops involved, better safe than sorry. The hose thing is really just asking for escalation.

The dog has NO business barking at the neighbors when they are in their own backyard. If you guys can't tell from what was posted that the dog was constantly barking at them (not hi how ya doing?) then you have your heads up your ass.
