Since you won't be getting much diamond, go for a setting that carries more impact, and get a stone with better color. Cut and clarity won't do much compared to the color, in this size level and price level, so go middle of the range with cut and clarity.
Later on, when the budget gets goosed higher the diamond will start taking on some size and start to well exceed the cost of the setting.
Then, you can start making choices in the 4 C's(with a somewhat fixed 5th C "cost" ).
Don't forget that when women get together and compare rings, every woman wants her ring to stand out in some way. Diamond color tends to be the first thing to compare, then performance(sparkle), then usually size.
Woman of the same cohort will generally have about the same size stone.
A fancy cut is also a way to stand out, but be wary of proportions.

its all about clarity.. hell my wife's ring is a little over half a karat and it was 3500 for just the platinum band and ring, I already had the stone.. I got a nicer band and ring so I can put a bigger rock in it later on down the road. but it honestly looks great with the smaller diamond. it shines and sparkles nice. Well it turns out the ring was perfect. As I got a whole night of fun after I gave it to her. She loves her $400 engagement ring and our €360 wedding bands also worked awesome. I got it all for under a grand.

Just use a couple of difference sources for pricing info and comparison, as possible.
I've used different sources to get stones, when I'm looking and my criteria is matched, and the relative pricing works to my advantage.
Brick and mortar stores have rarely been used by me to buy a stone. They sell commercial material, and the buying public is not an informed actor.
One time I found a stone in a showcase with the GIA cert, but the stone was chipped under a corner. The cert was older than the damage, and did not reflect it. A well known name store, trying to move a 2 carat damaged item.
It can be wild in the market, it's best to become a bit knowledgeable on things that you spend big bucks on.Jay Johnson

Obviously everyone has different circumstances when their time comes to purchase a ring and that has to be taken in to consideration. Buy the nicest ring you can afford when you are buying. I can assure that EVERYONE looks at the ring and they might say "Oh, that is beautiful", but if its a cheap ring they are really saying in their head, "your boyfriend is a cheap fuck" Just stating the FACTS.
