I haven't been able to get close enough to get a good shot, but I realized it may not be what I thought. Here is a better picture of whatever kind he is. He/she seems content here though. Is this a ringneck? I thought a ringneck literally had a white ring around its neck and was a different color, more brown?

Yes, the second one is a ringneck. They do have a ring around their neck, but it is not white, its a really dark brown that almost blends into the blueish/black of the head. They are divers.
